download speed vs upload speed

why is the download speed capped so low in comparison to the upload speed, from past experiences i have noticed the opposite.

also maybe i am spoiled from having optimum online at home, but this semester the download speed seems to be capped extremely low. just trying to find out if that is intentional.

i use this website http://www.speakeasy.net/speedtest/

to test my connection speeds on a daily basis(using the ny server) results being this at the time of this post


Last Result:
Download Speed: 267 kbps (33.4 KB/sec transfer rate)
Upload Speed: 3554 kbps (444.3 KB/sec transfer rate)

I'll put in a ticket to see what can be done to increase the download cap. I ran a test on my home Road Runner connection and got these results

Last Result:
Download Speed: 4595 kbps (574.4 KB/sec transfer rate)
Upload Speed: 369 kbps (46.1 KB/sec transfer rate)
